Democracy emerges from personal experience and direct practice in daily life. Democracy and Values Education does not occur in a standardised, very formalised learning environment. Teaching and learning about democracy will fail unless it takes place within a democratic educational framework and environment. The school is the  most important factor for the creation, formation and education of the “informed,  responsible, participative citizen.” It is a set of learning environments and situations which helps to:
  1. empower pupils and students for their future role as citizens;
  2. provide opportunities for democratic learning;
  3. open up suitable areas or fields for active participation and co-responsibility in the school environment
  4. encourage pupils and students to participate in social life in the larger community and to exercise their rights

 “The fundamental values of love, family, respect ,inclusion, social justice, solidarity, democracy, commitment and responsibility should constitute the foundations of the compulsory educational process. These values should be woven into every aspect of this process.........” (National Minimum Curriculum [NMC], Ministry of Education, Malta  p.24)

 “The schools should serve as a testing ground for democracy….. they should foster among their students respect for others, and for the right of other people to enjoy freedom, peace ,security and the benefits of a society governed by law and order.” (NMC, Ministry of Education, Malta, p.24)
